Homebound Program

Homebound Program

The Homebound Program is a free service for library cardholders who live in the City of Dubuque who are temporarily or permanently unable to use the library due to illness, injury, disability, or age. Please complete the application form below to apply. If you need help completing this form or would like a form mailed to you, please call 563-589-4243.

How the Homebound Program Works:
A valid library account is necessary to provide service. If you do not have a library card, when your application is received, we will issue a library card to you. A librarian will match the preferences from your application to materials, and a volunteer will deliver them to your door. Books, CD audio books, and Music CDs are all eligible materials. DVDs are not eligible for the Homebound Program. Items are due three weeks from the delivery date. On the date your items are due, the same volunteer will pick up the items at your door to return to the library. He/she will also deliver a subsequent set of items matching your application preferences. Although the service is free and we do not charge overdue fines, the program participant/card holder is responsible for the cost of any lost or damaged materials.

Our digital library can also be accessed 24 hours a day without visiting the library.
